step 1 : run command prompt as administrator
step 2 : copy the command give below :
FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-8*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart"
step 3 : after run this command restart computer.
if still unable to downgrade try it once again from step 1 to 3.
